Capital Asset Transfer

In the face of significant budget cuts, many public agencies are considering, or are in the midst of, the disposal of public assets. This is a process known as Capital Asset Transfer (CAT).

In short, asset transfer is a shift in management and / or ownership of land or buildings from public bodies (most commonly local authorities) to communities e.g. community and voluntary sector groups, community enterprises, social enterprises, etc.
